Kagewani, especially the first season, is the standard by which I judge all other short anime. It is so, so good at making the best possible use of every second it has available. What makes which format better... mostly just how much room the story needs, I think. A relatively simple horror story like Kagewani would feel bloated if it had to fill 24-minute episodes. A story with high complexity and depth can feel crowded and rushed even with full-length episodes now that single-cour series are the norm.
